The High-Tech Enterprise Certification is established to clarify the responsibilities of relevant entities in the recognition management process, define standards for classifying enterprises' R&D activities and expenses, specify the connotations and measurement methods of various indicators, and ensure the standardized and efficient conduct of recognition management. The Guidelines for the Management of High-Tech Enterprise Recognition (hereinafter referred to as the “Guidelines”) are formulated to enable relevant entities to carry out high-tech enterprise recognition management in accordance with the Recognition Measures and Key Fields, in conjunction with these Guidelines.
