FCC stands for the Federal Communications Commission. Directly reporting to Congress, it coordinates domestic and international communications by controlling radio broadcasting, television, telecommunications, satellites, and cables. It is responsible for authorizing and managing radio frequency transmission devices and equipment, except those used by the federal government.

According to the relevant parts of the U.S. Federal Communications Regulations (CFR Part 47), all electronic products entering the United States must undergo electromagnetic compatibility certification (FCC certification). Currently, the United States has been China's second-largest trading partner for several consecutive years, with Sino-U.S. trade volume showing an annual upward trend. Therefore, exports to the United States cannot be underestimated. The technical standards and import regulations of the United States are considered the strictest in the world. Understanding U.S. market access rules will help Chinese products further penetrate the U.S. market.

Federal Communications Commission (FCC) – manages the import and use of radio frequency devices, including computers, fax machines, electronic devices, radio receivers and transmitters, radio-controlled toys, telephones, personal computers, and other products that may harm personal safety. If these products want to be exported to the United States, they must undergo testing and approval conducted by government-authorized laboratories according to FCC technical standards. Importers and customs agents must declare that each radio frequency device complies with FCC standards, i.e., the FCC license.

FCC VERIFICATION Self-Verification:

The manufacturer or importer ensures that their product undergoes necessary testing at an FCC-recognized laboratory to ensure compliance with relevant technical standards and retains the test report. The FCC has the right to request manufacturers to submit equipment samples or product test data.

FCC DOC Declaration of Conformity:

The responsible party (usually the manufacturer or importer) tests the product at an FCC-designated qualified testing facility to ensure compliance with relevant technical standards and retains the test report. The FCC has the right to request the responsible party to submit equipment samples or product test data. After the product passes testing, it obtains the DOC and test report, and the manufacturer can then affix the FCC mark on the product.

FCC CERTIFICATION:

The product must be tested by an FCC-registered (FCC Listing) laboratory. After obtaining the test report, the technical documentation of the product is compiled, including detailed product photos, circuit diagrams, block diagrams, user manuals, etc. The test report and documentation are then submitted to an FCC-accredited certifying body (TCB) for review and approval. The TCB issues a certificate after confirming all documentation is correct and authorizes the applicant to use the FCC ID. For clients applying for FCC certification for the first time, they must first apply for a Grantee Code (company number) from the FCC. After the product passes testing and certification, the FCC ID is marked on the product.

FCC Declaration Label:

This device complies with Part 15 of the FCC Rules. Operation is subject to the following two conditions:

(1) this device may not cause harmful interference

(2) this device must accept any interference received, including interference that may cause undesired operation.

Self-Verification (Verification) Mark:

The product, packaging, or manual must have the above FCC declaration label. For Declaration of Conformity label: if product compliance authorization is based on testing of the entire product or system, the label content must include the model and trademark. If a personal computer is assembled from tested components, it must have the above FCC declaration label.
