I. Introduction to GOST-R Certification:
In 1995, the Russian Federal Government enacted the "Law on Products and Certification Services," implementing a mandatory certification and market access system for goods. The regulation requires that products sold in the Russian market must obtain GOST-R certification. GOST-R certification, known in Russian as Сертификат соответствия ГОСТ Р, also referred to as ГОСТ Р certification, is a certificate of conformity confirming that products comply with Russian product safety regulations. GOST-R certificates must be issued by certification bodies or testing laboratories authorized by the Russian Federal Agency for Technical Regulation and Metrology (Rosstandart).
Gosstandart defines the list of products that cannot be produced or sold in Russia without a mandatory PCT certificate of conformity (quality certificate or safety certificate). The normative act regulating this list is Government Decree No. N 982 dated December 1, 2009, "Unified List of Products (Goods) Subject to Mandatory Certification and Unified List of Products Confirmed by Declaration of Conformity." Products requiring mandatory certification are indicated in this list using OKP codes (All-Russian Product Classifier). The list of products requiring mandatory certification includes goods that may pose potential risks to human life or health.
GOST-R certificates are categorized based on the type of product, including mandatory GOST-R COC certificates (now replaced by the Customs Union EAC certification), mandatory GOST-R DOC certificates, voluntary GOST-R certificates, and GOST-R exemption letters. Different products must select the corresponding GOST-R certificate based on their characteristics and relevant requirements.
II. GOST-R Certificate Categories:
GOST-R certificates are categorized based on the type of product, including mandatory GOST-R COC certificates (now replaced by the Customs Union EAC certification), mandatory GOST-R DOC certificates, voluntary GOST-R certificates, and GOST-R exemption letters. Different products must select the corresponding GOST-R certificate based on their characteristics and relevant requirements.
III. GOST-R Certificate Validity Periods:
Single-Batch Certificate: This certificate is applicable for Russian importers for a single import of products. This type of certification is issued to the Russian importer and must be applied for based on the contract and invoice for the imported products. If the importer changes or the products are imported again, the certificate becomes invalid. Single-batch certificates are usually issued based on a review of technical documentation and do not require product testing.
Series Certificate (1–3 years): This refers to certificates valid for 1 to a maximum of 3 years. This type of certification is typically issued directly to the manufacturer. During the validity period, the manufacturer's products can be imported into the entire Russian Federation without restrictions on the number of shipments. Series certificates are usually issued based on a review of technical documentation. For a small number of products, based on the requirements of relevant certification regulations, samples must be sent to designated Russian laboratories for testing or a factory audit by Russian experts must be conducted before the certificate can be obtained.
IV. Mandatory Certification Product List:
Electricity; combustible gases; railway tracks; steel wire ropes, glass fibers, cement; radiators; high-voltage electrical equipment; rolling bearings; reinforced concrete sleepers; filters, lenses; sporting firearms; ink cartridges.
Voluntary GOST-R certification applies to products, services, or equipment not required by Russian law to be certified. It is generally conducted voluntarily by the manufacturer or seller, or at the buyer's request. The voluntary certification system is equally protected by law as other systems. The main differences between a voluntary certificate of conformity and a mandatory certificate, aside from the color of the certificate, are that the voluntary certificate reflects that it was issued through the "voluntary certification" process and bears the corresponding signature. If a voluntary certificate is obtained, only the voluntary system mark may be used on the product packaging.
V. GOST-R Certificate Types and Validity Periods:
One-year GOST-R Certificate: During the one-year validity period, the same model of product can be exported without restrictions on the number of shipments. In principle, product testing and factory audits are not required.
Three-year GOST-R Certificate: During the three-year validity period, the same model of product can be exported without restrictions on the number of shipments. Product testing and factory audits are required, and Russian experts conduct annual factory inspections.
Five-year GOST-R Certificate: During the five-year validity period, the same model of product can be exported without restrictions on the number of shipments. Product testing and factory audits are required, and experts conduct annual factory inspections.
