一、What is SVHC Testing?

SVHC (Substances of Very High Concern) testing refers to the testing and evaluation of whether products contain substances of very high concern listed in the EU REACH regulation. REACH stands for "Registration, Evaluation, Authorization and Restriction of Chemicals", which is a strict chemical management regulation formulated by the EU to protect human health and the environment.

五、As of now, the status of SVHC substances is summarized as follows

SVHC candidate list substances: 250 items (3 of which are awaiting final announcement);

Pending substances: 1 item (Resorcinol);

SVHC intention list substances: 5 items.

SVHC is generally updated twice a year, at the end/beginning of the year and mid-year.

六、When Products Contain SVHC, What Responsibilities Do Enterprises Have?

For "article" products with SVHC concentration > 0.1%, when receiving consumer inquiries, provide relevant information to consumers within 45 days;

For "article" products with SVHC concentration > 0.1% and total EU import > 1 ton/year, notification to ECHA must be made before sale;

For "substance or mixture" products (such as coatings, inks, etc.) containing SVHC candidate substances, provide safety data sheets (SDS) to downstream users;

From January 5, 2021, suppliers of articles containing SVHC > 0.1% must make SCIP notifications and comply with EU WFD directive.

Important Note

SVHC substances typically include CMR 1A/1B substances, PBT substances, vPvB substances, and substances with conclusive evidence of equivalent hazards (such as endocrine disruptors). These substances are often considered potential candidates for the EU REACH Authorization List. Once a substance is included in the SVHC list, the likelihood of it eventually being included in the Authorization List increases significantly.
