1. Introduction to CCPSA Testing:
On December 15, 2010, the Canadian government announced that both houses of Parliament passed the new Canada Consumer Product Safety Act (CCPSA), which came into effect on June 20, 2011. This Act replaces Part 1 and Schedule 1 of the previous Hazardous Products Act.
The CCPSA prohibits anyone from manufacturing, importing into Canada, advertising, or selling any consumer product that does not meet requirements. As a consumer product safety law, it includes multiple product regulations for different categories, such as the Toys Regulations, Children's Jewelry Regulations, and Cribs, Cradles and Bassinets Regulations.
2. How CCPSA Better Protects the Health and Safety of the Canadian Public:
1) Prohibit the manufacture, import, advertising, or sale of consumer products that may pose unreasonable risks to human health or safety;
2) Require manufacturers to enhance product traceability records, and to report promptly to the government when they become aware of serious incidents related to their products or deaths caused by them, and provide information on important product safety matters;
3) Require manufacturers or importers to provide product test/research result reports when requested;
4) Allow Health Canada to recall dangerous consumer products;
5) Increase the amount of fines and penalties.
